The Stoneleigh and Auriol Neighbourhood Plan was submitted to Epsom and Ewell Borough Council on the 18 May 2025. Alongside this was a Basic Conditions Statement and a Consultation Statement (available below as a pdf download).
It is important to note that following the submission of the Neighbourhood Plan, the responsibility for taking neighbourhood plans forward lies with the local planning authority (Epsom and Ewell Borough Council).
On the 23rd of May 2025, Epsom and Ewell Borough Council confirmed that the submission met the legal requirements and can now proceed to a six-week consultation (known as the Regulation 16 consultation) and following this be sent for independent examination.
Regulation 16 of the Neighbourhood Planning (General) Regulations 2012 (as amended) requires local planning authorities to publish the submitted Neighbourhood Plan and its supporting documents and invite comments.
The Council will consult on the submission Stoneleigh and Auriol Neighbourhood Plan and its supporting documents between 20 June 2025 and 1 August 2025. Following the close of the consultation, the Stoneleigh and Auriol Neighbourhood Plan will undergo independent examination. The representations received to the consultation will be forwarded to an appointed examiner and will be made publicly available.
At the end of the examination, the examiner will issue a report, which could include some recommended changes to the Stoneleigh and Auriol Neighbourhood Plan to meet a set of tests known as 'Basic Conditions'. If this part of the process is successful, the next stage would be to proceed to a Referendum. If the Neighbourhood Plan is successful at referendum, it will be adopted as part of the Development Plan for Epsom and Ewell and will form the basis for determining planning applications within the Neighbourhood Forum Area.

The Stoneleigh and Auriol Neighbourhood Plan is ready to enter the Regulation 16 phase. EEBC will publicise the plan and the plan will be assessed by an appointed examiner. Please note that if you have responded to our Reg 14 consultation, you should be contacted by EEBC at some point during this process.
